It seems like they are a low-bar crime group, but I am sure it will grow overtime to bigger crimes.

I am thinking when they commit crimes, they have to leave certain areas in the story due to police heat.  THAT is probably how we will explore the state.

I didn't see any secondary quest type characters or personalities.  So they might make it a purely story driven thing with Jason and Lucia and occasionally meeting some people.

My guess is they start in a rural part of the state and rob smaller stores in small towns and work their way up to Vice City.  That is my personal progression guess.
