I personally say yes.  Otherwise you have a show about nothing and no-one you care about or dislike.

I mean you need some form of them both, even if basic.  Otherwise you have nothing.


I mean look at the most basic show I can think of; teletubbies, lol.  You know the characters are creepy weird colorful dancing things with tv screens on their bellies.  You know their world is weird and has a baby's head for a sun.  It's basic, but if gives you an idea of what you're in for; pure misery.

It doesn't need it, but it's still better to have some.  Otherwise like said above, you have a show with nothing.  Either a character has to learn something from the conflict, or it's rather pointless.

No. And in fact character development is often what breaks shows. The leads get married which ruins the tension and emotional dynamics etc.

Can be good, can be bad. It all depends.

I feel like it depends on the show if it’s something like the walking dead or other action heavy shows which are mainly plot driven then I’d say it’s not essential, just nice, but a character driven show like Bojack horseman requires it to function.
