I thought whether a topic was new or not depended if you looked at the recent comments on it.
Like, a topic becomes new again when somebody makes a new comment and you haven't seen it.

There is also an option in the admin menu as to how long a topic can "stay new."  So I am not sure how it all works out, but hopefully it will be good now.
