Who do you think deserves the title for the best video game villains of all time? Who is truly evil and has dastardly plans to deserve this villainous title.

While definitely not the best villain... it was a great way they tied this villain's demise into this deep story in the game, Mafia III (which wasn't that great of a game sadly) but the story was fantastic.
Senator Richard Blake, Democrat of Louisiana, and the reaction he and everyone give's here is terrific. The ending is superb. "I'm not ending with you. I'm starting with you!" The music playing, everything about this is the perfect end to this rather unassuming villain who was involved with the JFK assassination.

Handsome Jack from Borderlands, GLaDOS from Portal, Dr. Eggman from Sonic, the Gravemind from Halo, Darth Traya from Star Wars: KOTOR 2 and the true culprit from Persona 4.

Handsome Jack is a damn good villain.
GLaDOS is good. What about Wheatley though?
Andrew Ryan and Fontane from Bioshock.
Vaas from Far Cry 3, and I guess Joseph Seed from Far Cry 5

I'm torn if I should include this dude of not.... but Andrew Ryan from BioShock. He had admirable ambition and wanted to do something for good. I don't know if I'd call him a villain... more or less misguided in the end. But I will put his name out there.
