I cannot pretend to have any idea what this is or what it is from but it has the hashtag #tachibanahikari.  So it is probably related to whatever that is. Don't know the character's name but we have an artist here named, 注射嫌い (https://www.pixiv.net/en/artworks/129701912), who animates this character sneezing then doing a silly pose.  There is some mucus and spit from her sneeze.

Nice animation! I like how ridiculous she looks with her hands up like that.  Why does she do that?
