Title: Sneezing With Scissors (F)

The female characters name is Aqua (https://konosuba.fandom.com/wiki/Aqua) and as she is trimming her hair, she lets out a big sneeze and snips too much of her bangs and loses it! 

This character comes from a show called, "Kono Subarashii Sekai ni Shukufuku wo!" Roughly translated to "KonoSuba: God's Blessing on This Wonderful World!"

Well, she doesn’t look so bad after it ;D.
Also, I remember the scenario with a sneeze while trimming the bangs was used in K-On!! (double exclamation mark means the second season)
