This character is known as Utsuho Reiuji  (https://en.touhouwiki.net/wiki/Utsuho_Reiuji) and is from something called, Touhou. The translation from the artist is roughly something along the lines of the "Sky is sneezing." Happy Sneeze Appreciation Day!!

Nice sneeze! I liked the build up and how she sneezes RIGHT into our face! Big sneeze based on the text. She interestingly grits her teeth.

I like how her nostrils flare out when she is sneezing and releasing the air through her sinuses.
