Not gonna lie, in the time I've played the game, I've always kinda wondered if she'd ever sneeze for no real reason. Or if you could put like a tissue box in her room or something, since you can customize it. 
Jill's great, though, it's even nicer knowing she sneezed 17 more times before this comic.
Wow, I think I was victim of a Mandela Effect right now...
I was absolutely sure there was pack of tissues in her room by default... O.o
Oh well, here couple of lousy headcannons:
Jill is a normal sneezer, nothing too amazing. Normally, she sneezes just a couple of times in a day.
However, she is so professional at her job that every time there are customers around she just stops being able to normally sneeze, kinda like a mental block.
She only sneezes when there a customers around if she has a cold or, like in this case, if she has allergies...
She sneezed a double earlier in the day when there where no customers at the bar.
The other 15 sneezes happened almost non-stop after the dog entered the bar.
