This is Ichiyō Higuchi from an anime called Bungo Stray Dogs.  She serves as a bodyguard and mafia assistant for someone named Ryūnosuke Akutagawa.  Strangely both their names are Japanese writers too.  This art is by @MrDark1amao who has not been posting art for a long time but is still creating art. 

Here is the description to the drawing: "Despite her good intentions, this gift for Ryūnosuke Akutagawa can be a breakthrough or a doom for their employment relationship. Although she is going to manage to be close to him without her nose wanting to explode from her allergy to cologne. She just want to make him happy, even if this mean she has to hold back so many sneezes."

I like how this tough mafia lady falls apart to some cologne scent.  Very nice drawing as usual from Mr. Dark.

She's tall and thin, and has a cute face.  I like her outfit too.  Great sneeze expression and stance. It's cute because if she is a 'tough mob member' it's funny to see her act vulnerable and kinda girly for a sneeze.  She loses the facade.

Wow, @MrDark1amao's drawings are absolutely stunning! I love the attention to detail and the way he brings each character to life.  Really cool shading with this one too.  Looks like a pencil drawing or something!
