This character is from the G5 era of MLP.  Their name is Coment and honestly, in the CGI series, they look like a female. lol.  I thought this was a female so I know a lot of you will be disappointed to know it's a male character, animated, and sneezing.  I am not sure if this means he sneezes in the cartoon or not.  No one has mentioned it.  Apparently it is based off of chapter six, episode four.  I don't watch the new series, so I am not sure.

Anyways, this nicely done animation is done by Daisy_marshmallow, a fairly new creator in the MLP fandom who has only drawn G5 content. This piece is a Derpibooru Exclusive with no other source than Derpibooru.  Derpibooru

Yes, his look is super feminine ;D. You are right, he is from the same episode where we had the latest Izzy’s sneeze.
Anyway, the GIF is pretty short and fast, so breaking it down can help to look at it more thoroughly ;D.

Again, the anime-like sneezy mouth is not a style everybody likes, but the sneeze looks powerful (it would be fun if it actually happened after working with a Comet cleaning powder ;D). Also, no flying off glasses and no impressive hairflip, but, as we learned from the sneezes from the show itself, in their world the hair is always super stiff, and the accessories hold on like they are glued there.

In the show I swear they use a female body on him.  He has a very effeminate appearance. Is he like a trans character or a fem-boy?

I'm surprised I haven't seen more people already come to this conclusion.  I am sure they might make that happen if this weren't a children's show...  But I think they are trying to show males can be feminine and the female character can be masculine.  The female in this episode is outgoing, loud, and muscular.  The male character is the opposite.  I think that is what they are showing more than him being something else.
