Because the man behind the whole thing (director, producer, even played the main character) died in a freak accident during shooting.

I'll explain.

A scene called for a water tower to fall and come crashing down.

When they got to the tower, the director noticed that the surrounding utility poles had no cables. He asked for cables to be added to them.

The water tower didn't fall like they wanted it to, and it fell on top of the poles. The newly added cables snapped, whipped around, managed to SLICE A POLE, which fell right on top of him. >_<

Oh wow... That movie had tons of injuries too throughout.  Doesn't sound like it was too safe.  Shame what happened to him.  He was even trying to be the safe one... and got screwed for it.

Yeah, in his movies, he had been injured a lot while making them. So when it came to this one, he took less chances. Doesn't seem to have worked. :-\
