No it isn't.  Vinyl and Tavi don't do stuff.  It has been clear from the beginning.  This comic implies Vinyl probably likes to be babied by Tavi. 

Think of Girls Und Panzer and the characters, Katyusha and Nonna.  That is what I see.  Octavia has said before that Vinyl is tough to live with, but nothing has ever pointed to them doing other things.  Don't even start that rumor.

Implying they might do stuff together and Vinyl is in satisfied because she's boring.

This is as official as it gets.  I asked them before if Vinyl and Tavi were more then roommates and they said no to me before.  They didn't like how people always pushed them together as lovers.

So that sort of ends that debate.  Doesn't mean they won't have fun with it like they do with Starlight and Spike, even though it was said they are just friends before.

Pretty sure the comic and adventure are the same universe, but not sure of their relation to one another.  Like we've never seen the original store pony before, but I think it is a way for us to see other characters we don't see in the comic as often.  Lets people choose.
