Well, there's naked, and there's aggressively naked.

I guess it's how the clothes are worn... like a brassiere offering support and properly showcasing a woman's, or Pony's, attributes. Though given the position of female breasts in respect to mare breasts, to work properly Equestrian bras would be worn about the abdomen, looking rather more like a G-string.
