I truly think it is San Jose. I am sure how they are going to fit everything in there since it is such an urban area. They've definitely improved how they make urban areas. I mean look at how empty Portland's metro or Seattle's is compared to the new parts of the map. They just made tall freeway barriers in the past with trees. You had no indication you were in a metropolitan area of millions of people in the past. They've already improved this so much with the second phase of the California rework. I am sure they will do it here. I saw on the stream they are moving Stockton east and redoing Highway 99 AGAIN After changing it in phase 2.

So if they do this, remove Oakdale, add Modesto, etc, they essentially will have room to squeeze in San Jose. I am not sure how they will squeeze Oakland in there with it's downtown and seaport. I assume we will still only access Oakland's port and just drive by the downtown skyline but have no access to things within Oakland besides the port.
The thing none of us are talking about is how they are also going to be redoing the most iconic part of the Bay Area.... SAN FRANCISCO. Yes. They are redoing the city of SF! It sort of flies under the radar but that is a huge thing to redo. I actually think much of that still holds up pretty good compared to others parts of the map, but I am excited how they will change the city of San Francisco.
