Nakano Yotsuba is cold because she doesn't have a warmer sweater and she sneezes.  The artists name is in another text which I don't know how to post.  So to see more by the artist and the full size image, click the source link!  <<<V>>>  She is from an anime or manga called "5Toubun no Hanayome."  Anime names are so crazy, lol.
