Remember to read this from left to right because it is Japanese.  The artist is kanikanitengoku or 冬服好.  It is from something in the tags called, 'Uma Musume Pretty Derby,' with two female characters named; King Halo and Kawakami Princess.

When you read it the wrong way from it's original intent, it looks like she has a false start and is happy about the sneeze going away only to come back with a vengeance.
