Cost of moorage alone might be astronomical, and no way to make money from it just sitting there.

What if we made it a cruise line?  Or a local ferry thing?  Like we privatized it and made ports of call around the Puget Sound and Alaska's lower southern ports?

But then we would have to actually hire a crew.  That would cost even more to maintain all that.  Best leaving ferries to the feds.
