Yes, it is still happening.  Just not at the same level.  You have to remember that the east coast has suffered depopulation and White Flight for decades.  It isn't as great as it used to be.

Jobs.  It comes down to jobs and the east coast built itself during the industrial revolution.  When industry began to shut down in the 60s, the east coast and midwest didn't advance and were not prepared for that fallout.  It led to collapse and the creation of many bad neighborhoods on the east coast.  Many cities saw their population drop like a rock.

Yes and no.  The east coast has recovered more then the south and midwest, but it still suffers from many, many problems.  New York is investing heavily in high tech jobs, or trying to lure the yuppie California and Redmond, Washington crowd over there... it isn't really working, but it is more tech jobs then they used to have.

South is the unemployment capital of the country in most cases.  Very low wages, low quality jobs, but luckily, a lower population.  The south is still heavily based on agriculture or tourism in hubs like New Orleans.  Tech jobs are rare in the south, but there are a few minor hubs.

For right now, yes.  Tech jobs are what everyone wants.  Nevada has spent a lot of money to lure Tesla to build a plant in their state.  Washington State has BMW's electric car division, etc.  States are doing what they can, but states with heavy tech jobs already, just spawn more tech.  So states like Washington and California just keep growing in tech jobs.

No.  Washington and California have very diverse economies.  Yes it would certainly hurt, especially areas like San Jose, Redmond, Bellevue, but they have other jobs in the nearby areas.  California has agriculture, services, etc and Washington has agriculture, timber, services, fishing, etc.  Both have many major companies.  They would not be hit as hard as the east coast which virtually shut down.  They had no other jobs.

Yes hey do, headquartered around Portland and Hillsboro.  Not as well known or nearly as big as California's or Washington's.

Nothing.  Some military bases and mining.  Thats about it.  The area wouldn't have a big population if Vegas wasn't there.  Vegas is artificially growing in an area it shouldn't be growing... much like Mexico City.  It is a flat, dry, basin.  It should not be sustaining the life it does.  It is SO dependent on water.
