I cannot pretend to have any idea what this is or what it is from but it has the hashtag #tachibanahikari.  So it is probably related to whatever that is. Don't know the character's name but we have an artist here named, 注射嫌い, who animates this character sneezing then doing a silly pose.  There is some mucus and spit from her sneeze.
