Phoenix doesn't draw tourists, and yes, you are right, Soda.  Most desert areas are dangerous areas to build since they are inhospitable.  Phoenix does finance though, and is more an established city with an economy, something that Vegas isn't.

Phoenix has a more diverse economy that doesn't rely just on tourism and the population around the city relying on it for it's survival.

Vegas only does tourism and regional needs.  it serves as the State's hub city, even though everything about it's economy is singular.  If there were a tourist depletion to zero for example, Vegas would cease to function and exist.  It is an artificial city that isn't ESTABLISHED with many job sources.

No.  Vegas consumes more then it produces.  Vegas is a consuming city that relies on outside sources for everything.

California as a state is increasingly becoming a consumer state.  It consumes more then it can produce and relies on the Hoover Dam in Nevada for instance for electricity. 

Washington State produces more then it consumes in water and electricity.  So they sell both of those commodities to California.  Oregon does the same.
